Iowa Misclassification Task Force submits Report to Governor

On December 17, 2008, the Misclassification Task Force submitted its findings and recommendations to Governor Chet Culver regarding improper classification of employees as independent contractors in Iowa. The report summarized how employee misclassification negatively impacts the State: (1) loss of important tax revenues; (2) conditions for a fair and competitive marketplace are sabotaged; and (3) misclassified individuals are denied the protection of numerous worker protection laws.

The 143 page report includes meeting minutes, subcommittee recommendations and public testimony. The Task Force made a number of recommendations, including creation of a Misclassification Unit within Iowa Workforce Development and developing educational materials and outreach efforts to inform the public about misclassification issues. The Task Force also recommends reconvening after one year of enhanced enforcement efforts.
