President Obama issues Executive Order on PLAs

On February 6, 2009, President Obama issued an Executive Order regarding the use of project labor agreements (PLAs) for federal construction projects. The Executive Order encourages agencies to consider requiring the use of PLAs for federal construction projects in order to promote efficient and timely completion of Federal construction contracts.
